WORLD FOREX: Euro Falters In Late Trading As Stocks Recede

NEW YORK (Dow Jones)–The euro continued to follow stock market fluctuations Wednesday, strengthening in mid-day trading as equities rallied and then slipping into negative territory late in the session in tandem with declines in stocks.

North American stocks flirted with outright losses in afternoon trading, but recovered very late in the day, with the Dow Jones Industrial Average closing up 48 points at 7837.

The British pound depreciated against the dollar as an appetite for risk earlier in the day succumbed to a more cautious attitude.

The Japanese yen advanced against both the dollar and the euro.

Trading flows were said to be light, and some analysts cautioned against reading too much into the market’s gyrations Wednesday.

“In general, the market’s been pretty lackluster and flows have been below average,” said Dustin Reid, director of G11 forex strategy at RBS Greenwich Capital Markets in Chicago.

A light data calendar in the U.S. has contributed to the lack of activity, as has a lack of conviction about underlying market direction on the part of many participants, he said.

Market activity is also thinning ahead of Good Friday holidays in various countries.

The euro reached a daily high at $1.3309 in early afternoon trading in association with stock market strength at that juncture after touching a session low at $1.1314 in overnight trading.

Late Wednesday, the euro was at $1.3245 from $1.3271 late Tuesday. The dollar was at Y99.67 from Y100.43, according to EBS. The euro was at Y131.96 from Y133.40. The U.K. pound was at $1.4677 from $1.4736, while the dollar was at CHF1.1493 from CHF1.1425.

Some analysts attributed the retreat in equities later in the day in part to the release of the minutes of the U.S. Federal Reserve’s Open Market Committee meeting last month, which reflected expectations of a slow recovery among decisionmakers at the U.S. central bank.

“Overall, participants expressed concern about downside risks to an outlook for activity that was already weak,” the minutes stated.

The minutes also showed officials were divided on just how much to ramp up purchases of mortgage and Treasury securities, although they eventually chose to pump more than $1 trillion into the economy.

Stewart Hall, market strategist at HSBC Securities Canada in Toronto, said the fluctuations in risk appetite and the resulting gyrations in equity markets will likely continue to dominate foreign-exchange trading.

Unlike last week, when data releases suggested economic stabilization was beginning to emerge in various countries, there has been relatively little guidance from economic reports in recent sessions, he said.

“Until you get a top-tier number coming out that tells you otherwise, and it really has to be a top-tier number, I think the swinging of the pendulum between fear and greed tends to trump all other inspirations,” Hall said.

RBS’s Reid said repatriation flows associated with the Japanese Homeland Investment Act, which was implemented last Wednesday, could be boosting the yen. “We could be seeing a bit of yen outperformance on the back of anticipated repatriation of Japanese assets,” Reid said.

News of a rating downgrade for Baltic States had only a fleeting impact on the euro.

Fitch Ratings downgraded the long-term foreign and local currency Issuer Default ratings - as well as the short-term foreign currency - of Estonia, Latvia and Lithuania by one notch.

“The only surprise to us was that the downgrades weren’t deeper, as we see eventual junk status (below BBB-) for all three,” said Win Thin, a senior currency analyst at Brown Brothers Harriman in New York.

Data overnight from Germany, the euro zone’s largest economy, showed German manufacturing orders fell more than expected in February, down a seasonally adjusted 3.5% on the month. In addition, German exports slumped 23.1% year-on-year in February.

3 US banks shut by regulators as financial crisis deepens

Three banks, two in California and one in Georgia, were seized by regulators, bringing this year’s tally of closings to nine as a recession and record foreclosures extend the biggest financial crisis in more than 70 years.

County Bank of Merced, California, with deposits of $1.3 billion and assets of $1.7 billion, was shut yesterday by the state’s Department of Financial Institutions, according to an e-mailed statement from the Federal Deposit Insurance Corporation (FDIC). Westamerica Bancorporation, holding company for Westamerica Bank, acquired all the assets and deposits.

The Georgia Department of Banking and Finance closed McDonough-based FirstBank Financial Services, which had $337 million in assets and $279 million in deposits as of December 31, the FDIC said in a statement. The California Department of Financial Institutions shut Culver City-based Alliance Bank, with assets of $1.14 billion and $951 million in deposits.

The FDIC was named receiver of the institutions, which will resume business as branches of the acquiring banks. Regulators seized six banks in January, the largest monthly toll since 1993, including Salt Lake City-based MagnetBank, which the FDIC closed January 30 after being unable to find a buyer. The FDIC shuttered 25 banks last year, matching the total for 2001 through 2007.

The FDIC, other US bank regulators and Congress are taking steps to help banks avoid losses as the administration of President Barack Obama readies a stimulus package that may include guarantees for toxic assets, according to people familiar with the plan.

Insurance legislation

Legislation that would more than double deposit insurance coverage and offer safeguards for banks is being considered by Congress. The House Financial Services Committee unanimously approved a measure that would raise coverage to $250,000 per depositor per bank, from $100,000.

Congress also may extend the FDIC’s line of credit with the Treasury to $100 billion from $30 billion to replenish the deposit fund. The FDIC said bank failures through 2013 may cost the fund more than the $40 billion estimated in October.

“We do expect there to be more stress on banks, which could result in an increase in commercial bank failures,” said Comptroller of the Currency John Dugan in an earlier interview. A deepening recession that adds stress may lead to “significantly more losses,” said Dugan, regulator of national banks.

The FDIC on December 16 doubled premiums it charges banks to replenish its reserves, which totaled $34.6 billion as of the third quarter. The Washington-based agency oversees 8,384 institutions with $13.6 trillion in assets.

Price tag

The latest bank failures will cost the FDIC’s deposit insurance fund a combined $452 million. The fund is supported by fees on insured banks.

Westamerica, based in San Rafael, California, acquired 39 County Bank branches. The branches with Saturday hours will open as Westamerica offices today, and the rest will open Monday as usual. Westamerica shares have declined less than 1 per cent in the past 12 months, to $48.52, as the 24-company KBW Bank Index has plummeted by almost two-thirds.

Barack Obama launches key Mid-East mission

US President Barack Obama has arrived in Saudi Arabia at the start of a Middle East tour aimed at increasing US engagement with the Islamic world.

Mr Obama will spend a few hours in Riyadh before heading for Cairo, where he will make a keynote speech.

He says he wants to open dialogue with Muslims, overcome misapprehensions, and revive Middle East peace negotiations.

Apart from a stop-over in Iraq in April, it is Mr Obama’s first time in the region since becoming president.

Barack Obama’s goal is to improve perceptions of the US and to push for a peace deal between Israel and the Palestinians, says BBC Diplomatic Correspondent Jonathan Marcus.

In the process he wants to make other US strategic goals in the region - like stability in Iraq and the containment of Iran - easier to achieve.

To do this he needs Arab partners and this trip takes in two key nations - Saudi Arabia and Egypt.

The Saudis are sponsors of the only comprehensive peace plan for relations between the Arab world and Israel.

Egypt is intimately involved with the Palestinian problem, acting as an intermediary between Israel and Hamas in the Gaza Strip.

Mr Obama needs both countries on board if he is to breathe life into the largely moribund peace negotiations, our correspondent says.

‘Action not words’

In Saudi Arabia, Mr Obama will hold talks with King Abdullah in Riyadh. As well as regional issues, Mr Obama said he would raise the issue of oil prices with the Saudi ruler.

Ahead of the visit, al-Qaeda in Saudi Arabia issued an internet statement vowing to target President Obama’s convoy in Riyadh, BBC security correspondent Frank Gardner reports.

On Thursday, Mr Obama is to deliver a speech at Cairo University which he hopes will set a new tone in US-Arab relations.

After Cairo, Mr Obama will travel on to Europe for D-Day commemorations.

The tour itinerary does not include Israel but shortly before departing for Saudi Arabia, Mr Obama had a meeting with Israel’s defence minister, Ehud Barak, in Washington.

The president is reported to have used the meeting to reiterate that the US intends to be tough with Israel on the question of settlement building in the West Bank.

Israel is resisting calls to freeze building activity in all settlements, but Palestinian leaders have said there can be no progress towards peace without a halt to such construction.

Speaking to the BBC ahead of his visit, Mr Obama said he believed the US was “going to be able to get serious negotiations back on track” between Israel and the Palestinians.

He said his visit offered the US and the Islamic world the chance “to listen to each other a little bit more”.
